Changable Sphinx theme

When reusing docs-as-code for internal/proprietary purposes, I need to adapt the theme from PyData to something else.

While it is possible with some Python hackery, there should be a clean and documented way to do this.

This includes the challenge to inject additional Python modules/packages. Currently, the docs_as_code_hub_env environment from MODULE.bazel is not extensible and there is no mechanism to do so.

Yes, this is indeed not ideal.

Currently what I do internally is to 'copy' the sphinx-bundle extension and create a new 'spinx_layout' one that I then put into the bundle.
Though as said this is more effort than what it should be I think, so we should find a nicer way to enable this

A workaround without copying, is to define a py_library. This can be added to docs() as deps. Then it can be added as an extension in conf.py. Then you have Python code which can mess around with Sphinx internals at will. The limitation with this is that you cannot add external package dependencies.

At least for me this didn't work, as I had to remove the old sphinx_layout otherwise everything would be overwritten. ;/
