The app does not recover after network loss

The issue is also that the app doesn't seem to recover on its own after network loss.

To reproduce:

• open app in simulator
• simulate bad network conditions (e.g. using Network Link Conditioner - set "100% loss" profile, have it for a a min or two) or disable network
• bring back the network

Actual:

• the app does not recover on its own app status showing:
• app only recovers after restart

I tested a bunch of scenarios, mostly the app recovers well, but specifically the 100% loss setting from network link conditioner is troublesome. Also we could add additional 'Offline' UI in some places

Checklist: In all scenarios, the app should recover without having to restart (app status, balances, peers, channels).

• Suspended — Network on → background +2min (network socket closed) → foreground.
• Offline — Launch with network off, turn network on.
  • UI should indicate offline state on relevant screens (send, receive, transfer, shop)
• Restore while backgrounded — Launch with network on → turn network off → background app → restore network → foreground.
• Very bad network — Set to very bad network (Link Conditioner).
• Flapping — Toggle off/on several times in foreground.
• 100% Loss — 100% loss (Link Conditioner), restore network (The app does not recover after network loss #383).
