The pyproject tag will always be present, so this can use normal

Kept
getattrbecause the existing unit tests intests/pypi/extension/create mock tag structs that don't includepyproject_toml. Usingtag.pyproject_tomlbreakstest_simple. Happy to update the test mocks instead if preferred.
