fix: Update pip packages

Description

• For Python 3.13, there are deleted packages for sphinx (imghdr). Upgrading the version should fix the errors

I remember looking into this a few months ago, but then sphinxcontrib-phpdomain blocked us from updating.

I built it locally, all without errors. There was even localization in the terminal.
