…solation. - Use direct `logging.Logger()` instantiation in `test_emit`. - Bypasses global registration to ensure test isolation. - Disable logger propagation for test `Logger` instances. - Sets `logger.propagate = False` to prevent interference from other handlers.

CI logs were cluttered with unintended log messages leaking from
logutiltests.This PR suppresses log output during tests to keep CI logs clean, and refactors the DBWIN channel capture code to improve readability.
