BridgeJS: Support static @JSFunction imports

Summary

Support @JSFunction static func under @JSClass struct types.

@JSClass struct Foo {
    @JSFunction static func bar()
}

Like constructors, types having static methods need to be provided by Imports on instantiation or imported through from: .global.
